Beginning in July 2017, the Maryland State Police Computer Crimes Unit received a referral from the National Center for Missing and Exploited Children regarding the possession and distribution of child pornography. The ensuing investigation allowed investigators to determine that the IP address used by the suspect was assigned to a specific residential address in Silver Spring, MD.

Troopers subsequently obtained a search warrant for Kelley’s residence and served the warrant at 7:00 a.m. yesterday morning.  The search warrant was served by the Maryland State Police Internet Crimes Against Children Task Force with assistance from troopers from the Rockville Barrack.

Troopers identified the suspect in his residence and later placed him under arrest. Kelley was transported to the Montgomery County Detention Center, where he was awaiting an appearance before a District Court Commissioner.
