Maryland – In an effort to deter prostitution and human trafficking in Howard County, police conducted an undercover operation Jan. 29, resulting in the arrest of eight men for solicitation of prostitution and related charges.
Officers arrested the would-be johns for soliciting prostitution at a hotel in the 8100 block of Washington Boulevard in Jessup. As part of the operation, detectives placed fake ads on the website Backpage, which is a site known to detectives to be used for prostitution. Men who called the number in the ad spoke with an undercover female officer who provided a meeting location upon the caller’s request. When the men arrived and offered money for sex, they were arrested and charged with solicitation of prostitution and disorderly conduct:
- Eduardo Fragnaud, 51, of Rockville
• Rouben Ghazarian, 62, of Silver Spring
• Murcell Lamonte Hubbard, 27, of Washington, D.C.
• Khary Carter Isaacs, 26, of Hyattsville
• Noel Richard Makwala, 31, of Burtonsville
• Michquel Sammy, 24, of Upper Marlboro
• Tarico Thomas, 36, of Washington, D.C.
• Juvenile male, 17, of Jessup
This operation is part of Howard County’s ongoing effort to combat prostitution, human trafficking and related offenses. The HCPD want to make Howard County an unappealing place for traffickers and johns, and posts ads on Backpage reminding them of the dangers and penalties of engaging in this kind of activity. The ads read:
